Natural Entities

Enrolling finanical auditors as CAFR members – natural entities

Natural entitites that have been authorized as financial auditors in Romania, in accordance with the applicable legal provisions, may only perform financial auditing activities after registering as members of the Chamber of Financial Auditors of Romania (CAFR), according to the provisions of Art. 26 (2), (5), (6) and (7) of the Regulation on the Organization and Functioning of the CAFR, approved by the Decision of the CAFR Conference no. 2/2018 (“ROF”).
In order to register as a CAFR member and enroll to the CAFR Members’ Register, the financial auditors must submit the following documents to the Chamber (to the head office or regional offices):

1.    Application for the registration of the audit firm as a member of the Chamber of Financial Auditors of Romania and registration with the Members’ Register of the Chamber of Financial Auditors of Romania (Click here);

2.    Copy of the ID Card/passport.

3.    Photo 3/4 size.

The application above is checked by the Service and Assistance for Members Department (CSAM) or by the CAFR Regional Offices, as appropriate. After verification, CSAM shall submit the application for approval to the Chamber’s Council.

The decisions of the CAFR Council on the registration of the audit firm as a member of the Chamber shall be communicated for information to  ASPAAS.

In order to issue the authorization certifying the CAFR membership (membership certificate, card and stamp), the financial auditor must meet the following requirements:

1. Fulfill all obligations as member under the legislation in force against the Chamber;
2. Pay for the financial auditor stamp.

Audit Firms

Audit firms authorized under the provisions of Law no.162/2017 and the rules of the Authority for Public Supervision of the Statutory Audit Activity (ASPAAS) may carry out the financial audit activities provided in Art. 3 (3) and (4) of GEO no. 75/1999 only after registering as a member of the Chamber of Financial Auditors of Romania (CAFR).

In order to enroll as a CAFR member and, also, in the CAFR Members’ Register, audit firms must submit the following documents to the Chamber (to the head office or regional offices):

1.    Request for the registration of the audit firm as a member of the Chamber of Financial Auditors of Romania and registration with the Members’ Register of the Chamber of Financial Auditors of Romania (Click here);

2. Copy of the updated articles of association, certifying the structure of the administrative or management body of the company, the distribution of the voting rights therein, as well as the main scope of business certifying the exercise of the financial audit activity, as per the legal provisions;

3. Copy of the up-to-date certificate of status, issued by the Trade Register Office;

4. Copy of the registration certificate from the Trade Register Office;

5. List of natural or legal persons, CAFR members, that perform the financial audit on behalf of the audit firm;

6. List of all board of directors or management members and associate members/shareholders, specifying the name, surname and membership number/company name and authorization number.
The application and file referred to above are checked by CSAM (Services and Assistance for Members Department) or by CAFR’s regional offices, as appropriate. After documents are checked, CSAM submits them for approval to the Chamber’s Council.

The decisions of the CAFR Council on the registration of the audit firm as a member of the Chamber shall be communicated for information to  ASPAAS.

In order to issue the authorization certifying the CAFR membership, the audit firm have to fulfill all obligations in its capacity as a member, as provided by the legislation in force, to the Chamber;
